Mission

    To assure the availability of a comprehensive cancer control program for Howard County residents through leadership, advocacy and support of the Howard County Health Department’s Cancer Control Program.

Purpose

  • To assist in the planning and maintenance of the Cancer Control Program to afford maximum health benefits to the population;
  • To act as an entity which recommends and reviews activities of the Program
  • To Recognize and respect the policies and objectives of various disciplines, groups and agencies concerned with Cancer Prevention, Education, Screening, Diagnosis and Treatment;
  • To work toward the coordination of cancer control efforts in Howard County.

History

    The Master Settlement Agreement (MSA) was signed in November, 1998, by attorneys general in 46 states and five U.S. territories and the tobacco industry.

    The agreement resolved lawsuits filed by the attorneys general against the tobacco industry and provided the states funding intended for tobacco prevention and control. Under the MSA, Maryland was awarded $1 billion over 10 years begining July 1, 2000.

    The Maryland Legislature enacted Senate Bill 896/ House Bill 1425 in April, 2000, which created the Cigarette Restitution Fund Program (CRCP).

    The CRFP oversees the use of the MSA funds which are currently being used to fund activites/projects.

CRFP Components

    Cancer Prevention, Education, Screening and Treatment

    To reduce mortality and morbidity rates for cancer and tobacco-related disease in the state and otherwise benefit the health and welfare of the State’s residents.

    Tobacco Use Prevention and Cessation

    To reduce tobacco use in the state and otherwise benefit the health and welfare of the State’s residents.

    Minority Outreach and Technical Assistance

  • To provide outreach and technical assistance to minority communities for the purpose of organizing their participation in community health coalitions.
  • To decrease the incidence of cancer, cancer deaths and the prevention and control of tobacco use in minority communities throughout the State.
